No link, but gotta wonder a little bit, why would a disc braked TT bike be faster than a rim-braked bike on a typical flat course. Forget the UCI's arbitrary limitations on minimum bike weight for a moment.

If anything, the complaint should be that rules become more restrictive over time not less (limits to aerobar extension length and base bar width, restriction on aspect ratio of tubes, prohibition of telemetry between bike and coaches, etc.).

In theory, a rim braked bike would be faster than the equivalent disk braked one. In reality, development has continued on disk brake bikes and not on rim barked ones so that the fastest disk brake bikes available today are faster than the rim braked ones. A leading reason is UCI relaxed their aspect ratio rules for tubes but only disk bikes were designed to take advantage of it.

Better braking performance, especially in the wet. They really push the limits braking into corners on TT courses.
