For disc rotors, a lock ring with internal splines can be tightened and loosened with a cassette lock ring tool, while a lock ring with external splines can be tightened and loosened with a bottom bracket socket of the same size.

It is going to be for centerlock rotors some require internal lockrings and some require external lockrings and then you have 6 bolt rotors which use 6 T25 Torx bolts instead of a locking. Make sure you are getting the correct one. I would recommend making sure of what you need at your local shop before buying what could potentially be the wrong thing.

IME, due to clearance issues; internal works with standard issue wheels part of the bicycles overall design. external tends to be the path forward once aftermarket wheels are primarily being used.

No need for it yet, but I aspire to have a disc bike, so I'm glad when I went to external bottom bracket, I bought a 4-way wrench, so one of them probably fits that system. (When someone said bottom bracket wrench above, I thought they had meant the one for an internal cartridge BB. The above makes more sense, much better leverage and grip.)

The centerlock rotor itself is internal/external agnostic. You can buy the “wrong” one and use the original lock ring.

This type of bb tool does not give a real solid grip on the ring, IME. But, I think you do not need as much torque as a bb when tightening.
I have not had an external lock ring for rotors, only internal and 6 bolt. One can be sure the internal tool will not slip, if inserted correctly, not sure it could be done wrong. Be sure the alignment of threads is correct at the start.
6 bolt rings work well, but not as convenient to install/remove.
