Caliper brakes and leverage
I'm wondering if anyone has an idea if brake reach or brake pads are more important. Like let's say you have a caliper brake with clearance for 40mm tires will those brakes be less powerful than short reach brakes or are the brake pads more of a factor?

To get more useful responses, you might explain why you're asking the question -- because it seems like this is more than a mere hypothetical.
Flex in longer calipers will impact braking performance, and pads can affect performance, too. The relative impacts depends on too many factors to give a binary response.
