Some handlebars have a shorter reach, so you could replace the bars and use a longer stem. This would probably help with aesthetics more than handling, at least if you ride on the hoods.

Also, check the stem to see if has had a recall. It looks like a troublesome design.

It looks like a very normal single bolt quill stem to me.

Weren't those the style that had the counterbored pinch bolt passing through the stem extension, or was there was some other failure I'm not aware of?
