Good point. Missed the picture of the Allen wrench hole. It would seem to make sense to manufacture them with those type holes, or enough space to get a regular wrench on the axle. Mine have that much room.

I personally would not risk having my tools in the bike box, in case a hole appears and they manage to detach from bike and possibly fall out.
I have always put mine in with my checked baggage.
