Best frame for under $500

I want a lugged steel track frame. Something with tight clearances. No Braze ons. Seen the aliens and the SE frame (has braze ons though). What are my options?

Steamroller? I know it has a water bottle braze on...but it makes a great bike and one day those things might just save your ass.
