That bike has a very cool rear drop out. It looks fairly long so it may allow that short cage RD to handle a bit larger freewheel.
You should raise that saddle. Anyone who sees that bike will be concerned that it might be stuck. The pics do a good job of detailing the bike.
I'd check eBay France for sold listings to get a rough idea. Also I'd think about what other makes are comparable in terms of value. This bike is worth some coin to a collector.

$3000 - $3,500 range would be my guess, if it had the Herse cranks, Herse stem and other Rando goodies much more.

Don't as know much about Herse as I do other French constructeurs. I thought the lugs were not typical Herse, then I found this at Alexandar March's site:

which has the same lugs. There are some really expert Hersophiles over at Classic Rendezvous with a lot of insight and knowledge who can give you info, but won't give you a valuation 'cause it's against the rules. Some of them also frequent here. FWIW, Herse's with a Herse stem and cranks are much more sought after.

I know absolutely nothing about super high-end bikes like this.
That said, the seat tube / top tube lug looks a little suspect to me, and does not inspire a lot of confidence. Could it be just a reflection? Or are the lugs on these bikes supposed to look like this? TYIA.

I agree. Also looks like instead of a stay cap it has been filled. On blowing up the photo, the lug appears to be cracked.

Bike originally had centerpull brakes, probably a Herse stem too.
maybe even fenders. The seat lug is a paint issue. Pretty confident. My size range too... thank goodness it is silver. I have too many silver bikes.
this may also have had the cranks changed out too, definitely the front derailleur.
the previous estimate is fair, the market is weak right now, much on this bike needs to be corrected. The $$$ will be the stem.
one needs that to set the correct front centerpull. Probably Mafaci competition.

I think I would strip it down to a frame since the parts put on it afterwards are not that interesting. I hope they didn't cut the steerer, that headset looks a little hinky

Sometimes rarity also plays a role. Some builders don't flood the market with product so when their work comes up in the used market it fetches a premium. Simple supply and demand.
Looking at the bike, the first thing that struck a chord with me was the thinning of the lugs, the crisp shorelines and the overall build. Everything appears "spot-on".

The headset looks like a Stronglight V4 model. It is probably original to the bike, and looks ok.

This is not a randonneur, so probably not top dollar. But it would look pretty nice built up as original, or at least suitable substitutes. RH used other companies components on bikes like this all the time. So there are ways to build it up without having the RH components.
