On the cover: "Incorporating Bike World". Publisher Rodale purchased Bicycling in 1978, Bike World in 1980 and merged the two.
Did they install James McCullagh as editor?

Yes, in 1978.
Bicycling! Jan 1978 indicates Capital Managment Publications as owner; William Park as Publisher; and Gail Ellen Heilman as Editor.
Bicycling! Feb 1978 shows Rodale Press, Inc. as owner; Robert Teufel as Publisher; and James C. McCullagh as Editor. Gail Ellen Heilman became West Coast Editor.
The following letter was published in the Feb 1978 issue:
