Bent, never have seen that optical illusion and it looks bent in both photos taken from different angles.

When the bottom cup isn't parallel to the plane of the fork crown, you know you've got issues. Perhaps lead ballast in the front panniers and a large pothole caused it.

Not normal contrary to some popular beliefs.
