Its not really a cx bike as it doesn't meet UCI rules for a cx bike.

But the Masi CX Comp is a capable gravel road/adventure bike. Helps that its made of steel and come equipped with Kenda Kwick Trax 38c tires:

You can't run higher than 35 c tires and disc brakes are a no no. And pure cx bikes have a higher bottom bracket for portaging the bike during competition.

so swap the tires, and discs are allowed as of this year* -- I do like the 'in between' geometry, makes for a very capable go-anywhere machine....

It does look like a pretty cool bike. The current Masi lineup looks pretty nice in general...

but this statement is way off. Tires are an easy swap if you're racing a UCI specific event (most US cross races aren't), disc brakes have been in pro cyclocross for a few years now, and the trend of US cross bikes over the last few years has been to lower the bottom bracket.

Disc brakes have been allowed for cyclocross racing by UCI since 2011. And the maximum tire size allowed by UCI for cyclocross racing is 33mm. Used to be 35mm, but it was changed also for 2011 season.

I don't know if the Masi meets the other UCI geometry requirements for CX bikes, but most likely it does. So it would be UCI ok as long as you run proper tires. And, for what is worth, many CX bikes are sold with non-UCI compliant tires. Specially the lower spec models, because most people will not be racing UCI sanctioned races.

My last CX bike I had, I had to go down a size to get the proper fit. I ran cantilever brakes.

I've been ogling it for a commuter -- I'm assuming they cut corners _somewhere_ given that's it priced a few hundred bucks less than similar bikes, but the wheel/brakes actually seem kinda average?

The wheels aren't actually bad. Just not a big name like Mavic that's paranoid about every gram of mass. Weinmann makes fine rims that have seen abuse under me and stayed true. As for the brakes, what they have listed is actually the pads. The calipers look like Tektro which aren't bad at all.

I'd say you're ogling in the right place for a commuter.

Honestly it's more than you need as a commuter. The plain CX model with Claris 8 speed does the job for a C note less. Plus the standard model's fork has mid mount bosses for a rack.
