Using hubs with larger axle on 10mm dropouts?
There are conversion kits for example, on a Hope hub from 15 to 12 , but am I out off luck for 10mm Shimano EF (Dura ace) dropout?

I've had good success filing an axle open. But would not do it on a nicer frame.

Hand filing two flats on an axle is easy and has zero impact on a frame.

Are you talking about converting a through axle hub to use in a QR dropout? Many hubs are designed to have switchable end caps, but the caps might not be cheap.
I have seen framebuilders convert 10mm QR dropouts to through axle. I have thought about it, but for a new frame it makes more sense to use the dropout I want.

I'm not certain we're on the same page. I support filing ubiquitous threaded, hard steel axles to fit unsullied frame dropouts.
I've taken 10.5 mm F&S axles down to 9.0 mm to fit old English drops.
What are you saying?

When you say 10mm are you talking about a 10mm thru axle or a 10mm quick release axle? Both are available, I've picked up most of mine on amazon. I even bought a 142x12mm thru axle to QR adapter to make it easier to build wheels, was cheaper and no less effective then the inserts people sell for the same purpose, think its meant to be for a Trek 147QR or something like that.

Yeah, I'm in the same boat. I didn't read your post thoroughly. The only through/thru axles I have are on my motorcycles. I'm aware of them on bicycles and I'm sure they're great but it's not likely I'll either own or wrench one.

As others have alluded to, there's more difference here than just the diameter. 10mm is the diameter for axles that have a QR skewer going through them - 10mm is how wide the axle is but you still need that skewer for retention as that's what clamps the hub in place from the outer sides of the dropouts. 12mm is the most common size for road bike thru axles, and these are entirely different as the driveside/left end of the TA is threaded to match threading on the inside of what we still call the "drop out" even though there's no slot for the axle to drop out from any more. The two are not compatible as with the QR skewer there's a separate nut but with TA the threading is integral to the frame. That said, you can use many newer wheels meant for TA in frames designed for 10mm axles by installing conversion caps that mimic the outer dimensions of a 10mm axle and have a hole for a QR skewer to pass through.

The main issue you will run into is that thru axles are rare in 135, the closest size to what your frame probably is and are more commonly 142mm and 148mm. Now if your frame is already 130mm as it was built, running out to 135mm is fine and doable. If your frame started as a 127mm or worse 125mm from being 5, 6 or 7 speed you don't really want to spread the stays to 135mm and you are best off finding a new wheel. Most hubs don't have a factory option for switching to a different standard, usually only the fancier ones, so you may be out of luck.

5 speed is 120.
6 speed is 126
Mine is from 1991 128mm to bridge the 6/narrow 7 speed and 8 speed.

Now you're being confusing. The drop down in link lets you select 100, 135, 142, and 148mm. I've yet to ever see a 130mm thru axle hub, as far as I know such a thing was never made. Thru axles also never existed before the advent of 135mm let alone 130. There isn't an adapter, let alone a hub, that will let you adapt a modern thru-axle wheel to 128mm. You have to actually buy a road wheel and any QR road wheel will allow that. The rest of my previous post alluded to this problem as you hadn't stated all the details.
