Judging by the lengthy wheelbase and cantilever brakes, rear brake stop, high quality bits (Campagnolo dropouts, Phil hubs) and extra water bottle braze-ons I'd say this is a high quality mid-80s touring bike, probably of english origin. Definitely worth putting some effort into.

Well, nice bike there. Flat fork crown, Campy dropouts, and cantilever Mafac brakes. I am still thinking that someone bought a good frame and then bought or transferred good quality components to it. Then the frame got repainted, which unfortunately, caused it to loose it's identity. I might even speculate that the owner got the frame with chipped paint and resprayed it before putting together the rest of the bike.
Are there any holes on the head tube that would indicate the placement of a riveted on headbadge? Can we get a picture of the head tubes with any small holes in it.
Can you get a picture of where the seat post goes into the frame?

There will be a number stamped on the bottom of the shell where the cranks are.
You have some model of 1970's Raleigh - and one of their better ones at that. I suspect it's Professional MK I that had canti brakes added to the rear and the fork swapped out. At some point bottle bosses were also added. The bike's parts have been reimagined a time or two as well.

As to the bike, My initial take is small builder or even one-off frame. Investment cast bottom bracket shell, older other bits, non standard cable stops at lower head lug. unique rear brake bridge.

I also see braze-ons for not one, but two bottle cages on the downtube. Did anybody do that stock? I dunno. But this bike is definitely looking like a touring/randonneur build with a total commitment to the bar end shifters. I wonder... are the shifters branded Suntour? Or are they maybe Schwinn or Raleigh? (Mostly grasping at straws there.)

To me- it's a 70s "race" bike that someone loved enough to add cantis, a canti bridge and DT cable stops up by the head tube.
The brake bridge is CLEARLY built for a caliper brake- that leads me to believe the cantis and the canti cable stop bridge were added on at a later date.
The lack of TT cable guides, the fork crown and the over the BB cable guides makes me think 1970s. As does not having a bottle mount on the seat tube.
The cable stops up by the head tube seems to be a REALLY recent thing- even by the early 90s- cable stops were still at the approximate position of where shifter braze ons would be.
The 2 bottle cages on the down tube is something I've only seen on a few ATB/MTBs. OK- only one that I know of. (1989 Schwinn Cimarron)
