bad knees so i dont want to have to trow my leg over seat.

or big wheel for folding stepthrough .

I do not have quite enough flexibility to swing my leg over my saddle, instead I stand just behind the stem, bend my knee sharply, and swing my knee over the top tube in front of the saddle. My knee stays several inches below the top of the saddle when I do that.

Try it, you might not need a step thru type of frame.

Just got a new folder; Tern Vektron Q9.
This thing has 20 X 2.15(I think, maybe wider?) Big Apple tires;
super smooth. You'll have a hard time telling what size it is
based on ride quality. Maybe because I'm used to skinny high
pressure tires?

The Dahon IOS has 24" wheels with a low frame and folds. IOS' frame not low enough? The 24" wheel Dahon Briza has a very low folding frame.

Depends on the brand/model. Bike Fridays for example can
be ordered with a double up front and 11 speed at the back.

I stand very close to the handlebar and stem on the left side of the bike and am facing about 45 degrees to the right. I lift my right foot off of the ground and bend my right knee as much as I can comfortably so my right foot is as close to my butt as it wants to go, then I lift my right knee over the top tube of the bike. Because my knee was bent sharply, my shin did not slam into the saddle or side of the bike. And because I was standing as far forward as my handlebars and stem allow, my knee goes over the top tube several inches forward of the saddle.

If you try this, try it slowly at first and think about what you are doing as you do it. The more you lean the bike to the left, the lower the top tube will be, so lean it over a bit. And if you have both hands holding the brake levers, the bike won't roll and you can hold on to the bike to aid your balance when you only have one foot on the ground.

I tried to teach this to my sister, but she did not have enough flexibility in her knee. So it might not work for you if your knee does not have enough range.

I can't think of any way to be more clear than this unless I try to take a bunch of photos.

I have a Bike Friday New World Tourist. It is a folding touring bike. It only has a single tube connecting the front of the bike to the back. The tube is very low to the ground, below my knee. Stepping over this bar and mounting the bike is both very easy and comfortable.

After getting used to simply stepping over this bar to mount the Bike Friday, I modified how I mount my other, "normal" sized, bike. Instead of swinging my leg over the saddle, I position myself behind the saddle, next to the rear wheel, swing my left over the rear wheel, and then step up and onto the saddle. The means I don't have to rotate my hips or lift my right leg very high.

What is a maximal nb?

I ride a 26"-tire bike most days and 20"-tire folding bike on occasion. There are differences in how the bikes handle, but I don't think speed is a major difference. But then I'm pretty slow no matter what I'm riding. Still I think both my 26" Troll and 20" Downtube feel a little zippier than my old, 700c, Long Haul Trucker, but how much of that is measurable speed gains and how much is perception, I can't say.

I wouldn't doubt it might be measurable. Anything is zippier than a LHT. It's the semi-truck of bikes. Throw on some Marathons and you're in for one dull ride. And little wheeled bikes can be pretty darn zippy.

Looks pretty nice, I've always remembered Independent Fabrication since the first touring bike w/disc brakes I saw was a titanium IF. There's lots of folder fans but I'd think one gives up some stability/comfort with the smaller wheels.
