Run the bearings loose or reuse the cage. Get grade 25 bearings, you can find them on amazon

Are you concerned about the crown race, or the bearing retainer? Your subject line mentions one, your picture shows the other.
As others have noted above, replacement retainers are readily available from any bike shop, or you can press new balls into the old retainer, or you can run the balls loose, without a retainer. If you run them loose, usually one more ball can be added above the number held by the retainer.
If you're concerned about the crown race, again, your local bike shop can get one for you, or you can buy them from e.g. Amazon or eBay. If you're just replacing the race, you need to check that it will mate properly with the cup in the frame. The easiest way to ensure that is to get a crown race of the same make and model as the rest of the headset. If you can't find a match, you can replace both the cup and crown race with a matched set from another headset, with the caveat that you want the stack to be the same or lower than the original parts.

Order 100 pack of new bearing balls.
Having way more than you need should help prevent the need from reoccurring. (Murphy's....)
I normally don't use a retainer except head sets. It's easier than catching balls on disassembly.
I don't think I've ever had need to disassemble a headset that I've serviced, though.
