That's literally a sign of heat stroke; you should stop cycling well before reaching that point.

I have stopped riding during the hot hours here in Texas. 100+ and double digit humidity is a no go for me. I really don't enjoy the heat and don't have to proof myself anything.
I try to ride between 5 and 6 am in the morning before the sun is up too high. This also has the advantage that there are not many folks frequenting the trails that early. And it is the best time to see some wildlife and great sunrises.

My rule of thumb is whether riding faster cools me down or heats me up. If its so hot that the wind isn't helping I throw in the towel and do something else.
