+1, It needs a lot of TLC and even after that with the dented top-tube, I think 1000.00 is still 300 to 400 off.
While Paramount's are still in demand and this is a nice color combo, I have been seeing them here on CL wanting someone to pull the trigger at a grand and they are a no sale

It's in bad condition with mixed components; I would think no more than $500-$600.

Not the greatest set of components. Rough chrome, paint and decals. Dents. Big. I think it would clean up decent but it will still be rough and have a mess of a component set. No more than $500 and I'd try and get it for less. Given his stated lack of knowledge and openness to discussion I'd probably just tell him why it isn't really worth much.

Rust + crappy non-original parts + several dents in frame = $300 here. Asking price is dreamland. If it were pristine and all original, price would be high for a local sale. In its current condition, price is ridiculous.
Seller is considering having it restored? Good luck with that plan. He could drop $1500 to $2000 into it getting dents fixed, rust taken care of, and rounding up original parts. And when he was done, it would be worth $800 to $1000.
AS far as alternate values, seller shows no interest in stripping himself, shipping the frame and components, or whatever. Looks like a convenient Craigslist sale with no attempts to clean it up, air tires, or anything else.

The bike is only worth something to the owner if it is the right size. If it doesn't fit, then it isn't worth a lot.
I've never seen such an ingenious way to mount a rear derailleur.
New brake hoods, new rear derailleur, new bar tape, probably new grease all around, and some deep cleaning and polishing, and one could likely get the bike into rideable condition for around $100 (plus labor).
As far as value, I think if the frame was stripped, with moderate cleaning, it could fetch $400 or so. Maybe more. Then $100+ in parts, and the complete bike could easily hit $500.

A multiple dent, rusty chrome, Paramount frame selling for $400? I don't see it. If it brings that much, great, as I have a small dent, bad paint, but no rust Chicago Paramount in my queue right now.
Parts and components have quite a bit of rust too, which minimizes their values. 26 inch wheels? Seller is pretty clueless, yet asking sky high price.
Last Paramount I bought off Craigslist (two years ago) was $600, with all the original parts, super clean, no rust, no dents. And it sat on Craigslist for over two months (not in my area, so it took a little coordination to bring it home,) Market has not gotten stronger since.

Love it. It has some cool stuff on there. The shift lever/umbrella clip is kinda cool. The rack is a Claude Butler rack. Think its meant for a front mount. If a 45 year old 531 bike doesnt have a couple dents in the top tube it wasnt used for its intended purpose. If the rims are straight and not flat spotted thats an enjoyable afternoon of wrenching and a Campy NR derailleur away from being a nice bike.

Have the guy spray with WD-40 and wipe it down. Rotate the bars and remove the rack. A little effort will pay off.
I'm tempted to make an offer. Its my size. But with shipping it may be out of my budget.
