there's a ploy that involves locking another persons bike up but not with a cable lock.

I recall this story posted one or two years ago. I was wondering if it was re-cycled. No it's new.. Stupidity.. His bike was put at risk of being stolen, thanks to his lack of intelligence.. Vandalism is not necessary. He probably is angry as is. Maybe it was stolen.. ?.. that is enough.. Unless he's too brain dead to realize what he had done to you. The similar story from the past. Don't call in the police. Without proof of ownership, they will likely permit you to do nothing. Had you completed some minor vandalism to his bike, they might even have arrested you..

Maybe (MAYBE) it was intentional and there certainly are people who would have done worse than move the seat; neither of those things mean that you have to "get even". Why let someone else's actions change who you are?

With another rack near by there was no reason for this. its clear a 2 bike rack is full when 2 bikes are on it.

Most of my riding is around the police department. If I had enough room to ride/walk my bike and his to the department I would. If not, I would have disassembled most of the bike to make it lighter. Leaving the parts there, I would then made it to a place to cut the lock. I would anonymously report the frame. I wouldn't bother calling the cops to cut a lock. They don't respond to bar fights next door, I hate to see where a locked bike falls.

the guy who did this is a jerk, he got off light. It is great to think this person is going to college, I worry about the future.

No, I have a Trek 1.2 the other bike was a roadmaster.

So what I get from this is that if a cheap bike gets locked to a nice one, first free the nice bike asap. Then using your mulit-tool, disassemble the cheap bike into as many different parts as possible to show them who they're messing with.
