old Yakima mounts - how to remove

I can't seem to get these quick release skewers off. I need to reverse one so I have a left and a right side mount. I can unscrew them to a stop/limit point, but can't remove completely. Actually, unless I can unscrew these, I can't even mount them on the bars.

IIRC, that's the Yakima Steelhead fork mount. You've got a set of the 9mm locking skewers attached.

Here's the instruction manual for the Steelhead: click @ Yakima.com.
