I'm running the new Roval CLX 32 wheelset which has an internal width of 20.7 mm and I use S-works Turbo Tubeless ready 28mm tires. I run them tubeless and I measured Yesterday with my digital caliper and my front tire measured 31mm wide and the rear measured 30.8!! They are super plush, like riding on glass despite our crappy roads. I usually do around 80 psi front and rear because I'm a heavier 190lb rider.
