The part that confuses me the most is a tubular Gatorskin? Let's take a low rolling resistance, supple design, and put a nice stiff heavy carcass on it. Why? And who would buy it in the first place.

Commuting/training on one's tubular wheels would be my assumption.

+1 this. That said, the Super Champion "Mixte" rim was designed to handle either tubular or clincher tires by providing a shelf for glue at the top of the rim sidewall. It never really caught on, though.
