Yes. And I should have said no bolt rather than "no bolt head". The total lack of a bolt is noteworthy, even though Jim has said he wouldn't do it that way again, it's just friggin awesome. The cone itself is threaded on the outside, with a mating thread on the ID of the quill tube. The cone is hollow (with allen-key socket) where the bolt would normally go. Hard to beat that for lightness.
Also noteworthy: the stem is home-made! Well he didn't chrome plate it himself, but the rest was made at his house, I believe (Jim correct me if I'm wrong there). Not bad for a hobbyist! Total amateur, in the sense that he did it for love, not money.
I can only hope to be that much of an amateur when I grow up.

31 tooth chainring
I made Merz 31 tooth chainrings with a 100mm BCD, that was way back when I was building frames in Portland. I don't have any of them that arn't on a bike, so can't supply one. Plus, you asked for one with a 74BCD. Isn't that the BCD that Avocet triples used? I never made them in that mounting size. Jim Merz

I've made a couple 30t rings to fit the 100 mm BCD, by starting with a 74 mm BCD ring, which are common. Drill 5 new holes, and cut the original holes off (optional). I've even made one in 29t, but 29t "donor" rings are quite rare.
30t is the smallest that is really practical though. The 29t has some compromises that many people wouldn't want to live with. 30t is practical, works with regular bolts and any chain.

I didn't even have a drill press when I made this, my only power tool was a hand drill. It would be easier and maybe safer to do it on a drill press. I did have a set of transfer punches though, which you might have to buy. But they can be found cheaply, and they're very good to have in your shop if you're a tinkerer.
Making prrofessional-looking counterbores, for the head of the bolt to sit flush, requires you to spend a little money on the tool, but I actually did mine with just a twist drill. So my counterbore has a slightly conical bottom to it instead of a proper flat bottom, but it works 100% in every way I can detect. Now I have the proper counterbore tool, but I didn't back when these photos were taken.
More advice available if anyone is interested, but I imagine this is a pretty niche enterprise! Please PM me if interested so we don't hijack Jim's thread any more.

A little late to the game, but wanted to welcome Mr. Merz to the Forum!! Welcome Portlandjim! I was just gifted a 1986 Specialized Allez SE Jim Merz. Should be a fun restoration project this spring. I'll post pics once it's all done. Great to have you here!
