Do the bungee attachments on panniers get stretched out over time?

I'm wondering -- if I leave my panniers mounted on the bike most of the time, will the bungee mounting system get stretched out over time, and eventually become useless?

Should I remove them when I'm not riding?

Does anyone have experience with this?

(I know that one solution would be to buy better panniers with a better mounting system, but that's not possible now)

Thanks!

Yes, but you can usually buy replacement bungees and they are quite affordable. Also, it might take 5 years of constant use before you have to replace your bungees, which is fairly cost effective.

I gave up on a pair of Trek panniers because I couldn't figure out how to replace the bungees. I got some shock cord of the right size, but just couldn't see how to remove the old and install the new.

Replacement Ortliebs doing just fine, 5? 7? years later.
