It kind of depends on what kind of cyclist your special friend is. Serious road rider: competitive cyclist, PBK or maybe Bonktown (do they sell GCs?). Randonneur: VeloOrange, Rivendell. Recreational/MUP/Commuter: Performance, Nashbar. If you're really sweet, find out a good shop local to him/her and get a GC there.

I would actually vote Amazon. You have to already know what the heck you want, but they have the best prices probably 1/3 of the time. (1/3 ebay, 1/3 any cycling reseller.) Plus if they don't need cycling gear-- I know, I know!-- amazon is very useful.

agree with ColinL on both counts.
#1 - amazon. lots of bike stuff on there - and vendors like realcyclist sometimes sell stuff through amazon as well - but your buddy could also use it for something else.
