Cat food. They would often be fed by residents, but we'd request that they hold back food for a couple days before the trapping attempt just to make them a little more desperate.

Back around ~1980, we had a feral cat problem in my area and we used bologna left out during the day to ripen and then baited the traps at night with it.

There were cats that were smart enough to get the bait out without getting caught. I always wondered if they learned how to do it or they were just lucky. This was before cams.
