Huret allvit derailleur question

Found a very nice all original Raleigh sprite 27. The rear dérailleur is a huret allvit and the pulleys don't have any teeth. Is this the way they are suppose to be? If so why?

I think because they're metal and friction with the chain causes them to turn. Early Campagnolo were the same way. Steel is realer.

Well they worked like c@#$ when they were new which is cool because they'll work exactly the same when they're old. Replace it and hang the allvit on the wall or something.
