Can anyone identify this stem?

Saw this on a mystery 1940s touring bike on eBay.fr: listing
​​​​​​"Bullmoose"-style stem with hose clamp type fasteners for the handlebars. It looks like cast aluminum to me, almost certainly not handmade given the internals. More pictures in the above linked listing.

That bike defines diamond in the rough. With a tall price and tall order to restore, likely will stay in its current state of condition. So sad.

Yes, the other interesting part is the Nivex derailleur, which is the main source of the astronomical price.
