Help IDing Peculiar Bike

Came across this bike. Seems very old to me because of the style. Looks like a newer fork to me, no braze ons that I can make out, seller says there’s an RC on the dropout, and obviously new enough to accept those cranks.

Well, I've got a couple prewar (dubya dubya eye-eye) frames that would accept those cranks, so that's not enough of a clue.
Looks home-brew to me, or at least home modified. Might even be an old Schwinn with a custom rear traingle?
Look for a serial number on the head tube.
