You're good at this. I just gave a talk for our PBS affiliate on local raptors and one of the things I talked about is why the heck we have nesting Cooper's hawks. Yes, they principally are birds of coniferous forest, though they nested here occasionally in riparian areas where trees get larger. Since about 1990, though, they have expanded into town. Why? Probably because we have planted trees in our neighborhoods that are now mature and make the place look enough like a forest for them. Those small clumps of trees and infinite white-winged doves seem to be enough.

And I am happy to say there are none nesting in Phoenix, probably because it's too damned hot.

Reasonable birds, those.

I think it's an irrigation pumphouse that won't be firing up any time soon. It's in a large market gardening area where we like to ride our tandem during the summer.

According to some theories, that is exactly correct. Changes in the Arctic due to extreme polar cap melting will cause migration of frigid Arctic air down into lower latitudes. Here is a discussion of that: Cold Weather Doesn't Discredit Climate Change - Business Insider.

One of the most important things in the above article is the reminder to not confuse weather and climate.
