Long wheelbase Rans Stratus XP
would this bike a a bag choice for my local multiple use path? A lot of cyclist and walkers on this MUP.

The only problem I ever encountered with a two wheeled recumbent was the handling at very slow speeds. If you are on a very crowded MUP that may be a problem. It was less so for me because the MUPs are rarely crowded and I used strapless toe clips instead of clip-in shoes, Slipping my feet off the pedals to stabilize the bike at very slow speeds was easy.

If you have enough time on the bike that you can confidently start from a stop without veering or wobbling on a crowded MUP, it shouldn't be any problem at all.

Sure. I ride my Phoenix on the local paths all the time. Slow speed maneuvering is not a problem.

I almost only ride recumbents and mostly on trails. I never had any problems. Slow speed is not a problem at all. And that bike looks awesome. I have been looking for a used one like this but recumbents are rare in my neck of the woods.
