Are those concentric holes in some FatBike rims merely cosmetic?

Are those concentric holes in some FatBike rims merely cosmetic?
On some rims there are holes in the rims filled with a colorful plastic insert.
Are they there for a reason? The ones I notice and like the most are
the black rims with red inserts. They are pretty but
look like they would be hard to keep clean.

They are drilled out to lose weight. The "insert" you are seeing is the rim strip on the inside of the rim. When inflated, they dome up a bit to look like inserts.

you can replace that rim strip as well with cool colors but yeah those holes are designed to reduce the weight of the rim.

You are right I do like the fact it is like a rim tape.
That way I could change colors. That black rim with red tape really pops.
