I like this in the comments:
And BTW, I can easily do 20 mph on flatland. I am perfectly willing to hit 40-50 mph down a mountain pass on a bicycle. So there is some concern that is justified.
There would be fewer accidents between vehicles and pedestrians if pedestrians learned to look properly before crossing the road. I've lost count of the number of times I've had to take avoiding action when people simply step off the curb without looking, both when cycling and driving.

From my post just above, comments from beneath the OP article. Truth.
"There would be fewer accidents between vehicles and pedestrians if pedestrians learned to look properly before crossing the road. I've lost count of the number of times I've had to take avoiding action when people simply step off the curb without looking, both when cycling and driving. "
Amazing I have only tagged ONE in 45 years of urban cycling considering a hundred have attempted "suicide by bicycle" in front of me. And the one I got apologized for being a drunk idiot. And remember.... I set him down on his FEET. Because I have mad skills.

The look on the face of the woman sitting next to the MSP making the claim that a bike can cause more damage than a car says it all!
