Which part is the "locking nut"? Also one could have a good argument in saying that some thread damage has already happened with the initial cross threading.
What materials are we dealing with? What access? Do you have access to Dremel or similar tooling? Andy

If it's a square tapered spindle in an old three-piece bottom bracket, the good news is the part is cheap. If there's a bike co-op in your area, they probably have a large bin full of them for a buck a piece. The bad news is you need special tools and some skill to remove and reassemble.

Perhaps you’re talking about the lock ring on a one piece crank (non drive side)? If so, it’s reverse threaded, so make sure you’re turning it the correct way. If it’s really cross threaded, hit it with penetrating oil and use a big wrench. With luck, the damage will
mostly be to the threads on the nut rather than the crank, but even if it’s the crank, it’s not an expensive part.
