Help identifying hub

I’m trying to identify this front hub so I can get a matching rear. I think it may be French but not sure. Thanks!

Agreed. Someone's been enthusiastic with the polishing compound but the flange cutouts are distinctive. Schwinn approved Normandy, built into bazillions of Varsity wheels.
