Serial number help

Still digging into the history of my Concorde Prelude (and hoping to get some better insight into who built it on behalf of Concorde).
There are 2 markings under the BB shell, one being the size (58cm) and the other being the SN.
Would I be correct in thinking that the 7 is the year of manufacture (87)?
Also does this Serial Number jump out at anyone as being from a particular factory?
