Cleaning out my parents garage I found this in a box this weekend.

I suspect it may have been my brothers stuff.

It's an ACS slingshot stem, mid-80s. Almost certainly 22.2 bar clamp diameter and I would guess either 21.15mm or 22.2mm insertion diameter. Slingshot stems had a brief moment of popularity in the early/mid-80s when manufacturers thought that traditional stems would snap under the forces put on the handlebar during mountain-biking. 22.2 was the standard bar clamp diameter for mountain/BMX cruiser handlebars during this period.

The rest of the stuff is some old Italian crap that I think I might have heard of before

My research verified the ACS "Slingshot" stem. Measures as a 21.1mm insert (.820" actual measurement)
Doesn't appear to have ever been installed in anything.

Also found a couple cans of this. Cool color, still spray

Well, if you test sprayed it, I hope you cleared the downtube and nozzle by spraying inverted until only gas came out. Extra points if you soaked the nozzle in lacquer thinner afterward.
