look at the end you can see the fish(es?) bolting under the ice.

From the wetness all over the surface, and apparent thickness (thinness!) of the hole, that ice doesn't look safe

When I was In the Navy it was normal to throw stuff into the sea, to get greater funding appropriated to get more money in next budget...

I don't recall having to look around when blowing sanitary tanks...but at least the trash was weighted, so it's probably decaying very slowly in extremely cold water. Surface ships just threw huge plastic bags to float out in the ocean. That's probably what most of the plastic island is comprised of...
