EBay International Shipping Options ??
As a seller, what's the best way to list items for sale in the U.S., and allow international buyers ?
I don't want a surprise that Ebay estimates $10.00 to the buyer and I get stuck paying an additional $20.

Whatever you do, don't list under the "Global Shipping Program". There are a large whack of cross-border so-called "Import Charges" that bear no resemblance to actual duties. I, and my pack of Ebay cronies have basically given up on buying from the US, due to these extortionist, random fees.

It's either their program or you calculate the cost of shipping outside the US w/ USPS. If it's a big ticket item, one that needs a signature, you can't do it online, in order to insure over a certain amount you need to pay/ship in person at the post office.
