I feel that being car free in north america is quite a rare thing, but in europe, asia, africa, south america... it is a very common occurence.
In europe it is just plain culture, but in developing countries, cars are such luxuries, people just live their whole lives car less.

In my city, in the USA (New Orleans, LA), we have nearly 20% of households with zero cars. Because we are poor, not because we have some philanthropic reasons.

NYC is 50% car free. Because it is expensive and hateful to own one there.

Parking is very expensive in NYC for starters. So even when not driving the car it is burning hay like the Budweiser team. Then when actually driving you better be assertive or you won't get anywhere. Sunday mornings are probably OK. I've skated Manhattan on weekends and the place is an awesome giant slab of pretty smooth concrete and mostly deserted except high tourist areas - like China Town and Central Park. And I have driven there during off hours on weekdays. Between 10am and 3pm is doable without wanting to kill myself or others. As far as commuting by car - hateful is a good word.
