Clincher or Tubular?

What is the material the wheels are made out of? Metal? Plastic?

Weight of the bare wheels?

They appear to me to be a cheap cast wheel, either of aluminum/magnesium, or out of plastic.

There were some cheap bikes hitting Amazon a couple of years ago with trispokes.

This 3 spoke wheel, made with aluminium magnesium alloy and sealed bearings, has an aerodynamic design that provides a flashy touch to your bike.
The size is 700c, meaning it is compatible with all road-bike tyres. You can mount 25 to 38 tyres and will need a 60 Origin80mm-valve inner tube.
