i just read about one of these programs in nearby (to me) Meriden, Connecticut. the program is aimed at disadvantaged / poor youth. they have to work on their own bikes, eventually getting to keep them.

i look at bikes in the trash, too, but they seem to always be too far gone to be worth it for anyone.

Alot of towns/cities have charity bike projects to get them to people in need of a bike. Look around or as you are in a college town, craigslist it for free or a small $ and it will get snapped up. It is always good to rescue a bike but it can get expensive if you do not watch things which is why bikes end up in dumpsters.
