Say what you will about Specialized, but they recently did away with "women's specific" sizes and started offering a wider variety of sizes across the board, based on years of data from their proprietary fitting system in which they realized it wasn't a gender thing so much as a "people come in all sorts of different sizes" thing.

I would check out the Adventure Cycling reviews to see what steel disk bikes are available. I recently bought a Trek 520 disk frame, and I know that Masi, All City, Soma, and other makers offer steel with disks.
