maybe not the most wacky price, especially given all the kit. Note: the frame is not lugged (thus not as good as a Peugeot can be?), and I really doubt any TdF riders would have had a MegaRange cog or a Triple crankset. Rims look to be aluminium, so probably 700 instead of 27", which is a good sign

On first gander, this seemed like a boring bike-boom dud in an uncharismatic brown color touted as RARE- MAKE OFFER! Then I looked a little harder and saw that the seat post is blobbily-welded to the frame. Something tells me they haven't adjusted their value expectations though...

Ok, ok. I just looked at this again on a larger screen, and this deserves to be annotated ŕ la John Madden.
i thought this might be a TA crank, but it's obviously a SR crank branded for Raleigh. I'm going to say it's an Apex 3. SR cranks from the 70's used 118 BCD and 86 BCD chainrings. The 118 BCD standard is obsolete, but the 86 BCD is still in use. I only have a SR sprint crankset with a 118 BCD; someone might know what this crankset used for sure. The original unused bolt holes are in red. The subject here was redrilled with a smaller BCD, which are the green dots. The orange arrow points to what I think is intended to be a fixing bolt for a necessary modification, evident below.
The subject is using aluminum(?) derailleur pulleys to drive the chain. Surprisingly, they opted to use the original center bolt hole to fix these to the chainring. This would no doubt result in "interesting" pedaling mechanics as the pulleys rotated in a planetary motion while the laws of inertia only allowed the drive provided by the friction in the system to be applied to the chain (Green arrow).
To counter this, they installed a second chain on what I'll assume is a freewheel or cassette cog of sufficient size to clear the BB shell, and apparently used a bolt to keep the cog from also spinning on the crank axle. The teeth on the pulleys are then enmeshed in the fixed chain and prevented from turning, which would allow them to perform work.
the subject is also using drilled washers as an inner chain guard.
This is a lot of work for a kludge, and likely required a skill level advanced enough to perform the modifications in the proper way (redrill the crank spider to accept a smaller BCD chainring, install new ring with appropriate spacers and bolts, profit!). Maybe they like lumpy pedaling that an effectively five-sided chainring provides?
