It is a Rossi. Nice enough frame but probably not Italian.
They were made for Scattolon Cycle which was a Hamilton, Ontario bike store. Not to say that it's impossible some were contract made in Italy but every serial number that was posted here was made in Japan.
You see them listed for sale - always with "Made in Italy" in the ad and I've even seen some with stickers added to reflect that. There is one for sale on Kijiji in Toronto that states that and seller wants $1100!
