I keep a toe strap cinched around the seat bag.
It keeps the bag more still, and can lash the rolled up vest or shell when needed.

If you don't like handle bar bags you can fold and roll the jacket up and put in your rear jersey pocket. If the jacket is too thick to fit then get a larger handle bar bag, Topeak makes a bag called the TourGuide handlebar bag, that I know is big enough because I use one when I go touring or doing a century plus and stuff my jacket with plenty of room for food and whatever else I think of. Since this is all about vanity, I've got to say I hate the look of overstuffed jersey pockets. It looks like freakish love handles.
I'd rather be cold for the first five miles.
But I have ridden a century when a warm jacket was necessary. I rolled it and bungied it to the saddlebag.
