Hydraulic disc brakes...strange noise?

I recently assembled two Aventon Pace 500 e-bikes. One of them has developed an odd noise, during higher-speed stopping, coming from the rear Tektro hydraulic disc brake. It is a pulsating, gurgling, almost liquid-sounding noise!

Any ideas, or help, is greatly appreciated...

First thing with any brake noise is clean your rotors and brake pads.

Brand new pads, brand new rotors...and both are clean.

This is not a normal noise, and without any experience with hydraulic brakes I'm kind of scrambling.

Pulsating sensation could be a greasy spot on the rotor. Even brand new brakes and rotor can pick up errant grease, or other surface contaminants.

Did you bed the brakes when after first installing them?

Just now learning about "bedding the pads", but it almost seems like new riders (my wife and her girlfriend) would naturally start out fairly slow...maybe "bedding in" the pads without knowing it.

Aventon does not cover this recommendation at all, even though it makes sense to me.
