gear shifting question

gear shifting question
My son has a Avico 'Open Force' bike with 7 gears...
When shifting from 1 down to 7, each 'click' results in the bike shifting to the next gear.
When shifting from 7 up to 1 - the first 'click' results in nothing.
While this may not be a very serious problem (as all gears are accessible in both directions), we are curious as to know why this might be the case, and if it is a sign that we should bring it in to be checked out.

You got a derailleur or a hub center internal hub, any specifics?
painted on brand tells nothing.
but to another one with the same one.
is that the name of the store brand in .. Paraguay ?
Components go on the bike with the brand painted on it
nobody makes the components and the frame set anymore .
they buy cases of components and
have their laboring people put them on.
