AWESOME!
Your front brake is not properly set up.
The cable housing is not properly seated in the barrel adjuster. It should go INSIDE and seat fully.
The quick release is in the up position. This position is only for when you want to release the wheel, not for normal use.
Rotate the lever to the down position, seat the cable housing in the adjuster. You'll almost certainly need to re-adjust the brake cable clamp after those two changes.
Your rear brake has the same problems.
You should fix both. Brakes are important,... very important.

Your frame was the 2067th built during August 1986 by a Japanese company company called Yamaguchi, who was was the prime contract builder for Lotus at the time. Circa 1986-1988 they built most of the Lotus models. They also did contract manufacturing for a number of other companies including but not limited to Norco, Sakai, Sekai and Shogun.

Wow, bike is in time capsule condition. I have (for the time being) an Elite 600 from about that time, again named for its component series (mostly Shimano 600). Not nearly as clean as yours. They were some handsome, finely made bikes, however.
Why is your rear brake release open?
Why is your rear brake release open?
yeah break release was open by mistake. Fixed it

Gorgeous ride! I didn't know Sugino made derailleurs and even carbon fiber shifters, wow!

I'm pretty sure the Sugino shifters and derailleurs were rebranded SunTour components.

Makes sense, didn't they operate as a consortium of sorts with Dia Compe against Shimano?

The JEX group consisted of Dia Compe, HKK, Maeda-SunTour, Nankai, Sugino, and Taihei. The JEX members agreed not to compete with each other's products. This turned out to be a liability in the 1980s when the market turned to gruppos. When SunTour sold gruppos, they bought the other components from their JEX partners. By this time, Shimano was a much larger company with a much broader sales base.
This is from a page called Sunset for SunTour.
