Depending on what you wear now, those may or may not help.

If you are wearing fluorescent shirts right now, the ones you mention probably wont be better.
If you are wearing cammo and black and riding at night without reflectors or lights, then yup, the shirts you mention will be better.

At those prices, its tough to beat if you want to be visible.

Studies have shown that the high vis. green is second only to flashing lights. It's a good idea to make yourself highly visible to traffic when on the road.

I can't figure out how you can't see for yourself that neon green would be more visible than olive green. Why do we have to tell you?

It will make easier to spot you from afar in your camp, though.

Anyway, you don't have to pay a lot for basic, good jerseys: Cheap Cycling Jerseys, Clearance Deals, Discounts, Free Shipping

Since you are in San Diego anyway, they have an outlet store at the factory in El Cajon, in an industrial area across from the Chemtronics duck pond, where you save up to an addition 25%:

i have a Giro helmet that's high-vis green.
I like it a lot, but not sure it does much from behind when my head is down.
One of my friends put a big triangle reflector hanging from the back of his bike. that was a good idea I thought.

Adventure Cycling Association gives these out for their sponsored tours. They are superbly visible, at least in daylight:

I did their self-contained Northern Tier tour in '99. I was supposed to use one of those. Found it annoying. Spent most of the trip in a pannier.

OP, why do you have TWO threads on the same topic?

Here's some good hi-viz shirts. I've owned and used these myself. The ANSI (meaning actually right color AND flourescent dye used) colors last through many washings. The fabric is tough but doesn't breathe really well. Also the cuffs are a little tight on the long sleeve version. I cut off the cuffs, which then permitted cooling air to blow up sleeves and yet still provide some UV protection.

If you want some *really* high visibility, both day and night, check this out: BootBarn - Wolverine Men's High Visibility Reflective Long Sleeve Polyester T-shirt

I've been seeing outdoor workers along the roads around here wearing them.

Touring Shorts under ATD Baggy Touring Shorts summer and I have been wearing
Olive green and Sand tan and I like to be seen by morons driving Cars etc in
