The city has prosecutors that will be the ones defendants deal with in traffic court. If for some reason the defendant gets lawyered up and decides to fight (which will cost way more than the ticket, plus time and effort) then the officer might have to show up (at a much later date) for testimony.

p.s. Many bigger cities have dedicated officers doing traffic, it literally is their job to hand out tickets.

Your bicycling experience is 25+ years old. I dare say it has but marginal relevance to cycling in today's traffic. Breaking laws on a bicycle to enhance safety is not even loosely connected to motorcycling. Up until very recently I was an avid motorcyclist, so I believe that's a qualified comment.
