What stem am I looking for ?
I have a beautiful early 80’s Tommaso that would be a easier for me to ride if I could find a shorter neck stem. The Cinelli that is on it is around 100-110 and I’d like to pull it back to 70-80. The guys at the LBS explained that they didn’t have time to do an internet search for the stem I wanted but showed me what to look for. It is 22.2 cm in diameter but where I’m confused is the end of the shaft as I see different styles that perhaps are compatible?
I attached a pic of one of the LBS guys holding the stem style I need and another pic of one that is 22.2cm but a different shaft end. Will it work ?

The Cinelli has a cone-type expander. The SR has a wedge-type expander. They look different but are interchangeable. When you assemble them, grease everything liberally or the stem can become permanently stuck inside the fork.
More important is the diameter of the clamp for the handlebar. Cinelli handlebars up until 1998 were 26.4mm diameter where the stem clamps. After that they were 26.0mm, the standard for most other manufacturers before then. Stems for upright and mountain-bike type handlebars are 25.4mm clamp diameter.

the stem to bars dia. is Very important to get an exact match that's why they come in 2/10s mm sizes
the Cinelli bar is 26.4 the SR stem will NOT fit. a cast piece like a stem has 0% elasticity which means
an incorrect fit is prone to failure (you don't want stem failure while in use) you'll need a Cinelli stem
the shorter ones are harder to find but be patient and DON'T use the wrong size.

You will need to go and search eBay for a Cinelli 26.4 stem.
There are really 2 parts to this... stem length and height.
if you are going from 100/110mm, (you can measure it from center of steerer bolt to center of handlebars) to a 70/80mm you are moving the handlebars about 3/4” to 1-1/2” closer to you.
The other part is the height of the bars. This gets trickier with Cinelli 26.4 because you won’t find any tall or riser stems; I have looked. They are racing bars and stems.
I’m running Cinelli 64 bars with a 90mm stem at max height and I’m 4cm below my saddle. At 68, I am thankful to still be able to ride in the drops, but that will change one day and so will the stem/bars.
If you need the bars closer and higher, you might want to go to a newer Cinelli bar and find a stem that brings them closer and higher.
I understand why the shop doesn’t want to touch this one. A shorter Cinelli stem just makes you not quite as stretched out, you’re still going to be bent over.

& 22.2 mm = 7/8 " ...A 1" fork with a 1/16" tube wall leaves a 7/8' ID.
FWIW I'm using a Cinwlli 1 R (9.5 is the shortest) with a 26.0 bar
and a 1A (8), with another of the same bar been on the bike for 20+ years..
want shorter reach but still top quality stem for 26mm bars, Nitto of Japan is a good manufacturer, doing so now..
Technomic is their long quill model, to have the bars up higher..

Even Cinelli, after finding it's exclusivity was losing it market share sales, finally fell into the peloton that had dropped it, off the back,
by making their bars & stems in 26.0 like other suppliers..

note to fietsbob: Cinelli bar and stem size changed when the bar and stem department of Cinelli was sold to Colombo
maker of Columbus tubing who had already purchased 3TTT . Cinelli bars and stems were then made in the 3t factory
and in made sense to make them all the same size.
